A sound is a noise as long as it's audible and you don't want to hear it (due to loudness, type of sound, ...). The definition of noise is purely subjective. What is noise to one person needn't be noise to another person.

sound is consider noise when it is unwanted for instance a train whistle while your trying to sleep, but sadly the only real cure for noise pollution is common courtesy

to help relieve noise pollutionm I know that they put up sound barriacades along interstates that are near towns
