or

Dear Mr Brown

(We aren't Americans so don't do the "Mr President" thing - so it is not Dear Mr Prime Minister).

Depends on the message.

Dear Sir.
Honourable Prime Minister, / Honourable Chancellor
Dear Mr Blair / Mr Brown

Really it doesn't make a great deal of difference because unless your letter is from a very well known pressure group or you are very important neither the prime minister of the chancellor is likely to read your letter. It will be opened and read by a civil servant who will send you an generic reply (a polite nothing letter). x_x

However if you want to make a political statement, or bring something to their attention it might be a better idea to send a letter to your MP as they will have more of a chance of making your feelings known to the people in question.

Dear Mr. Prime Minister would be the proper way to address Mr. Blair. I'm not sure about Gordon Brown.
