start > All programs > Accessories > Paint

Open them in windows paint program. Click on image >stretch skew ( give a number smaller, say 50, 50 in the box front of stretch, Horizontal and vertical) press OK. Then save it as jpeg file with another name so that your original file remains intact. Check the final size of the image after saving. Repeat the procedure with the original image if you want it still smaller or bigger, by reducing or by increasing the stretch value.

Use a program like Paint Shop, Vueprint, Irfanview or Photoshop Elements if you've got that pre-installed. Those will allow you to resize the image and save it. Pixels are the dots that comprise the picture, just like on a TV screen. The fewer the pixels, the smaller the image, so the less space it takes up. Hope your avatar is a good one! :)

Reopen the file in Paint.
Go to Image in the menu and select "Stretch/Skew"
Reduce the dimension of the picture until it saves at 40,000 or less. (Recommend that you save it with a new name so as not to overwrite the full size file).

You can use lots of programs to resize your image. IrfanView is one of them. It is completely free and supports lots of video, picture and sound formats. Basically, it is both a file browser and an image editor. If you download it, you can go to open the jpeg file with this program, and select the resize/ resample in the image menu. That's it! Now you can resize it to any quality you want.

If you MS, then try to open picture manager, if you don't have MS picture manager, then go to Microsoft extra tools, you might be able to find something. If none of these apply, go online; download.com, and look for image resizer.
