It is so annoying. When he was at my house he said let's have sex. My little brother was in the room. I said no my little brother is in the room. Billy said who cares, he won't know what we are doing. Every since Billy and I have been going out, he wants to have sex. I am so confused. What should I do?

I suspect that you have already had sex with him. If so, then why not a little more frequently? Depends on the age of your brother. If your brother is a baby, I don't see that as a reasonable argument.
Now, if you have already told him that NO sex before marriage, that is a different issue.
Just why do you reckon Billy ever asked you out in the first place? Hint: It was NOT your intellect.

Please stop giving it away. Make him earn it. You will find that he will not want it as much. Little things such as only if he takes you out, writes you a poem, devotes his undying love and others.
Or you can try reverse psychology. Give it to him time after time. You can't stop or let up. Drain him til he is a dry wet noodle. Then rejuvenate and lubricate your self take it from him girl. Make him say no so that he can see how it feels.
WARNING: You may need some rest ahead of time for preparation and sleep after wards. Be sure that you have eaten and are nutritionally prepared.

How long have you been going with him? He might just be excited because it's a new relationship or he loves the feelings he gets when he does it with you. Don't necessarily take it as an insult. Just tell him to calm it down a little because it's starting to get a little annoying. Guys love sex that's just the way it is.

ok i'ma guy and i know how he is feeling and the best thing a girl can explain it to me is to just explain how she feels. tell him you really like him and all but your not ready to have sex yet. you want to have a great relationship and you fell sex needs to wait till a later time. also tell him how it upsets you when he is all over you when your little brother is in the room and your not confortable at all. if he can't be understanding of your feelings then he isn't worth your time and you should move on

Tell him that after you watched a episode of Texas Ranger you were inspired to become a Catholic Nun. But after you found out that you could not become one you decided to beat up you little brother and they sent you to a Jewish school. Their you met a younger boy whom you where attracted to. You then ended up sleeping with the young boy and had to register as a sex offender and therefore you cannot have sex with him.
