not skinny no... a skeleton maybe. I'd say this person is seriously anorexic or has an issue of some sort.
I don't care what twiggy or the fashion industry says, bones are NOT sexy!

At that height and that weight, that is essentially just skin stretched over bone, I would imagine this person doesn't look the least bit healthy!
