You may be missing some of the drivers for your modem. If you bought the modem aftermarket go to the company's website to download a new driver (of course you will need to use a different computer) if you bought it from Dell or someone else then go to Dell's website and they should have all the drivers you need. Typically it's under support, I think all major computer makers have a support link.

The "PCI Simple Communications Controller" inside Device Manager is your modem. "Ethernet Controller" is your network card, etc. After installing/reinstalling Windows, you also have to reinstall drivers for your hardware. You should have a Dell drivers CD; it will contain all or most of the drivers you need. If you don't have this disk, you'll have to first identify what network card or modem you have, locate and download the appropriate driver for it from another computer, copy it to the rebuild PC, and install the driver. Once your modem or NIC is installed properly, you can go to Dell's support site http://support.dell.com/support/downloads/index.aspx?c=us&cs=19&l=en&s=dhs
and download the rest of your drivers. If you're not sure what other hardware/software your PC originally came with, you can find out at this link:

With this info, you should be able to properly reinstall all drivers and get your PC running again.

I'm thinking it might be the drivers, as those question marks suggest Windows isn't communicating with your hardware properly. The system may have come preinstalled with the right drivers for your ethernet card. You can probably download the appropriate drivers from the Dell site, or at least find out what make and model of ethernet card is in there, then visit the manufacturer's site and download the driver from there.

You would need to reinstall your drivers. In dells there is a folder called Dell with all drivers in it. You have to install each driver until the question marks are gone. then install the broadband disk, because right now i think your modem has a question mark too and is not detectable..
You can also search for your computer's drivers on the net. I used to have a site which had all dell drivers but i can't remember it but it is out there i am sure..

when you re-install windows you wipe everything off you computer the ? marks in the device manager are telling you there's a problem in your case it'll be the drivers what you need to do now is re-install drivers for your modem graphics card and sound card and anything else that's got a question mark by it you should have disk or several disks with all your drivers on that came with the computer install them and everything should be ok

You are missing the drivers (software that allows XP to communicate with hardware) for some of the hardware installed on your computer, including your modem. If you don't have the Dell CD with the drivers, you should be able to download them from the dell website (http://support.dell.com/support/downloads/index.aspx?c=us&l=en&s=gen)

Make sure you loaded the drivers for that stuff. Should be a disk. Usually windows has some default drivers included, but maybe it doesn't fit your modem. You can find any driver ever made online if you hunt, if you don't have it. Use a friend's computer and a floppy or flash drive to move it.

Your reinstallation has gone well, though you need to install the missing drivers separately. Look at the Dell website for more info on the hardware inside your pc, and see if you can find the drivers at their site

Are you using a stable reproduction of the OS? while you're then that is a concern with the CD force. It does understand which you have a CD there although that is having issues booting from it so that's the two the CD if that is pirated/broken or the CD force is going undesirable. it could additionally be the keyboard no longer being known by ability of the BIOS so i might commence with that first. Get a clean one airborne dirt and dust inexpensive and return it if that's no longer the subject.

Looks like you haven't install the drivers for your installed hardwares (all those with question marks). Install them from your Dell CD usually supplied with your PC.
