She may just be a late bloomer. What does the baby doctor say about it? I'm sure she's seen him lately. Ask him. Sometimes you can see little pink bumps on the gums if something is about to happen or she naws on things which make the gums feel better (a little). The gums do hurt when they are teething.

My godchild is 19 months and just got his first tooth, The dentist said that it was OK and that it just means his teeth will be stronger.

Don't worry, she'll get her teeth. My daughter did the same thing and then to make things extra spicy, she started losing them before she was supposed to and had her permanent teeth early.

Your sister will be fine. :)
