Under the assumption that there is a God, you would have to let God decide for himself who he is. If someone else decides for him, then that person becomes above him and that person is then like a God.
If it is a group that decides, then the group may not be worshiping the true existing God, but rather a god that they have made up.

It is up to each and every single individual who believes in that god.
You just need to remember that there is no known Universal, objective truth. The god is to each of them whatever they think him (or her... or it) to be. Chances are if there were any sort of Universal truth, it would be far beyond the ken of any mere mortal anyway.... so leaving the god itself, as capable of manipulation and deceit as it may be, to decide..... well... that won't help anyone, and won't be any more valid.
We make our own truth.
And that said, I am sure that if the christian god exists at all.... that it is Cthulhu... just trying to deceive and gather the souls of as many humans as it can so it has something convenient and easy to snack on when it wakes up.

Let us assume that there is a George W Bush. Then who is to decide who George W Bush is?
Why not let Bush himself decide who he is? Probably George W Bush. He would be the best one to ask about himself.
Why not let God reveal who he is? If you ask him, he will show himself to you. He has been doing it for centuries. Why would he stop now?
