I presume you mean high voltage test.

HV test is done on electrical equipment to check its insulation.

According to voltage rating of electrical equipment the maximum voltage is defined which the equipment should withstand in case of abnormal system voltage.

Meggar is done before and after HV test to check the insulation resistance before and after application of HV and any failure if any due to HV.

The value of HV test voltage is defined in the Standard of the equipment. For control panel where the control voltage is 240V AC the HV Test voltage is 1000V for 2second.

Not only for Control Panels, but also for other Electrical Equipments Like Motors, Transformer,
Heaters, etc will be done for HV Test of 2500 volts( A.C) from their Terminals to Body to pass for Insulation Test for One Minute.
