Well at least walk up and say hi.
Converse for a little bit, get a read on things, then just ask.
Try not to be too vague, "do you want to hang out sometime?", "sure", "ok.".
Try something more along the lines of, "would you like to grab lunch this weekend?". That way you've narrowed down a specific activity or timeframe.

Just go for it. Strike up a conversation. Sports, the weather, school/work, anything! What's there to lose? If she likes you back, great! If not, you don't need that snob.
