my outer thighs are hard as rocks but my inner thighs are still ... jiggly? lol help please. any suggestions?

Power walking, or running if ur really keen.
U can get those bendable gym equipment things where you hold it in between your inner thighs legs wide apart in seated position and squeeze it together with inner thighs. Most gyms should have these, maybe ask one of the girls down at ur local gym. If you power walked every day or went jogging 4 or 5 times a week your gonna burn off any loose flab anyway, try cycling if thats ur thing, but walking is the best cause u can always do it where ever you are and plus i think it's kinda sexy having a bit of meat on inner thighs no offence. good luck with the exercise.
