Depends very much on the breed - for a guide, you need to contact the breed club to tell you what they consider the minimum age to be. Most breeds require some health checks before breeding, if your breed needs to be hip scored then the b1tch has to be over 1 year anyway.
As a general rule, a b1tch should not be mated until her 2nd season at the earliest and, obviously, bigger breeds to longer to mature and need to be older before being mated.

At least two years old. If your dog is not a pedigree why do you want her to have a litter? There are already two many abandoned dogs on the streets and rescue centres.

THE BEST TIME FOR A FEMALE TO HAVE A FIRST LITTER IS WHEN SHE AT LEAST 2 YEARS OLD,THAT WAY SHE WILL KNOW WHAT TO DO AND POSSIBLY NOT KILL THE PUPPIES,MOST VETS AND PEOPLE WILL SAY A YEAR OLD BUT THEN YOU TAKE THE CHANCE OF HER NOT BEING ABLE TO HAVE ANY PUPPIES ANY MORE.

Ideally 2yrs old when shes fully mature both mentally and physically.Dont breed on a bitches first season,the 2nd or 3rd time is ideal.

at least 18 months to two years old, sometimes longer in the case of slow maturing breeds. NEVER before that age as they are still puppies themselves!
