Effluent treatment plant should be installed and sewage water should be treated before letting it out.

But practically speaking, most of the distilleries, affects the people in the surrounding area years together and we are doing nothing to oppose them. just cross any distillery and u will find an unpleasant smell (may be pleasant for the liquor consumers) and underground water in those areas will be found contaminated.

Nothing will do except the protest from public. (In Kerala, they even banned Coke production due to exploitation of water and pollution reasons.)

Water and effluents usually have fairly tight controls. The specifics depend on which area you're in.
