You are smart to ask questions before you rent! I love an informed consumer ... it makes my job as a rental agent a lot easier.
Primary considerations for renting a car are a valid license and acceptable credit card.
I regularally take licenses from other states and even countries! Check with the rental company you want to use, the "national" companies (AVIS, Hertz, National, Budget, Enterprise, etc) should not have a problem with out of state licenses.
Next item of consideration is the credit card ... most of the big hitters will require one (or time to make a credit check on you, and issue a "cash prepayment card", generally 4 to 6 weeks!)! Make sure you understand the rules for the company you are renting from! Some accept debit cards (that draw from a checking account), some don't! Most will not accept "preloaded" cards at the time of pickup (income tax return cards, "green dot" cards, cards issued by travel agencies or cards "loaded" as an alternative to traveler's checks)!
Be as specific as you can ... let us help you! I'd MUCH rather tell a prospective customer that their credit card can not be accepted at the time of pickup over the phone (when they make their reservation) than when they are at the counter (and counting on that rental car to get them away from the airport!).
Some things to check on:
Is my card even acceptable? If not, aquire an acceptable card!
Are there restrictions on my card (address verification, minimum balance (for a hold), etc) If so, make sure you have proper documents and balances in place at least 24 hours before the rental!
License with "points" or questionable driving record? Rent locally for 1 day first (or atleast go to the local office and check it out!) most rental agents will take the time to help a customer (I have called other agents at remote locations to see if everything will go smoothly!)
Get all of your "ducks in a row" before you are depending on that rental car, it really sucks to be "stuck at the airport!"

Of course they will, as long as your at least 25 years of age. How do you think people rent cars on vacation? ;) Your insurance means nothing to the Rental agency...if you want insurance on your rental, you'll have to pay extra, unless you have special insurance that covers any car you drive.

Sure, you have to be 26, I think it is, and have a credit card, but otherwise, yes, thats how they stay in business.
