Fortunately, roses are not known as a poisonous plant. Cats will tend to nibble on vegetation, and if not given alternatives (like cat grass) may nibble on your houseplants. The thorns are definitely probably not too good for him though, so I would recommend a bitter tasting spray on the rose bush to discourage him eating it. Pet stores or gardening supply stores may carry these pet repellent sprays. My advice is, get him a CATNIP plant, then he will be all over the catnip plant (if it survives) instead and leave the rosebush alone.

It does not look to be poison to them, Dogs I know seem to like eating Roses too. Cats are very clean and this may seem grose but worth saving your plant and fertilize as well, get some fresh poo ( animal poo!!!) mix with water in a disposable dish, like a soup, pour around the base of the plant on the ground, be brave try not to gag haha! This by the way works to stop hole digging with dogs when you pour in their holes. I told you it was grose, sorry. Hope it helps.
