Go to the radio stores and get the list of various equipment & accessories in combination that will suit your purpose. Check your budget and purchase the one best for your need.

You also need a license to operate one so try to contact the appointed agency for the requirements.

first and fore most you need to understand the general layout in terms of the stages.

the first unit would be the microphone and the second one crystal oscillator to generate the carrier frequency.then you mix the signal from the mic with the carrier in the modulator circuit and fed it to the pre amp before finally passing it on to the final stage which is the power amp. after which, when the the modulated signal has been amplified.you then fed it to the antenna for transmission

You need to build a oscillator and modulate it, in it's simplest form. Send the output to an antenna, usually a long piece of wire in this type of application. you need some good basic electronics knowledge to know how to build these.
