because this is in the riddles section I am allowed to know the answer. So far the first four have not given the answer I have but are good in themselves. A bit more time to mull it over?

It is supposed to carry a death penalty but these days it doesnt. You can do anything to your country and nobody does anything (except the Russians - good for them!).
