Opinion only - - a guess.. ok? I guess Cambodia.. at the airport, the visa fee went directly into a brief case, not even a draw or cash register.. at the border in Thailand, you regularly see things for sale, like second hand clothing or overstock stuff that I have been told is donated then sold rather than distributed... but this may be peanuts compared to the pure amt you can get from wealthier countries like China etc - - - but, you know, it might depend on how you want to define "the most"...

I agree with most of the above, but am really surprised no one has brought up Korea! Perhaps there's not as much on the street corruption of cops and such but the business world is waaaaaaayyy corrupt.
