it depends on the matter. sometimes stupid officers get ther kicks over being able to use force even when its not necessary. but like i said it deffinately depends on the matter and yeah i guess sometimes it is

is he job to maintained public order if force are required
is his duty to record all his actions or have a witness like
his partner while using force to control a public person
