Some system DLLs and OCXs are in your VB6 app setup that are newer than those found on the computer. These files cannot be simple copied onto the computer because they are currently used by other applications (very common with those common/system files). The only way to replace the files is when Windows is started and before those applications are started. You're getting the message explaining what will happen: next time you restart Windows those files will be replaced. Nothing you must do except restart.
