with uninstalling norton, you haven't got rid of it yet, it still has the registries and everything,
http://service1.symantec.com/Support/tsgeninfo.nsf/docid/2005033108162039?OpenDocument
click on the link above, its from symantec themselves, its a tool that will remove everything off the system, and then you should be able to install the other one

Norton is not worth a hard drive wipe, but if you want to use it, here are some things you can try:
1)Open Start->Programs->Norton. Choose the Uninstall utility and let it run. If it runs successfully, then Go back to Start->Programs and delete the Norton folder as you will no longer need it. Then retry your install. If that doesn't work...
2) Open C->Windows->Programs and see if you can find a Norton folder there. Drag it to the trash can or right click and delete it. Then retry your install. If that doesn´t work...
3) Another question to ask yourself is "Did you install the original Norton to its default location?" If the initial Norton was installed with custom options, it might not have been installed to the above location and add/remove files will not be able to find it. If you know where it was custom installed, then use the file path that was used for the custom install instead of the one I used above. If you don´t know or didn't install the original Norton yourself, try doing a Windows search of all files on all hard drives on your computer (Start->Search) on the keyword "Norton". Delete all the Norton antivirus related files the search displays. Then try your install again. If that doesn´t work...
4) Fooling with registries is complex if you´re not computer savy, but Vinz is right, and you might try his idea as well.
Good Luck

Personally , i would say don't bother with Norton i ve got norton on my laptop and i have had so many problems with spyware and ending up with viruses which norton can not destroy so i had to look up on the net how to delete it.
Use AVG and Zone alarm also if you want it to have extra security use Spyware Doctor, with AVG it updates everyday so the protection is second to none

You ought to be able to do what the Ice Queen says, but you probably can't. Unfortunately, Norton tend to make sure their software doesn't appear under 'Add/Remove Software'.
