Guess you aren't in the USA? Sounds like nothing can be done. Buy good earplugs. Try to sell your property and move elsewhere.

For everything, there exists a way. Get all the information you can from the Rental Board. Cop or no cop, every one must obey the rules or risk paying the price. If anyone is parked in a non-parking zone, you are in your right to call and get it towed away. If necessary, get your land-lord to post a "no parking" sign or post one yourself. Again check with the local authorities... first the land-lord, then the owner, than rental board (anytime! and for anything, you can call them! for free information, they will even tell you if they had complaints before from this building etc.), then the local police, then the city counsellor, the mayor and if necessary, you call the media, such as "On Your Side" etc. Sitting at home complaining and feeling sorry for yourself won't help one iota. Get up and do something. All that unnecessary stress could be devastating to your health. In the meantime, I'll pray for their elevator to break down so that they can exercise more and upset you less. Remember that for every problem, there is a solution. You just have to find it... and laughs best, who laughs last!!! Good luck!

You have to face the problems since you are down to earth.

Please dispose the property and move to another decent place. Please do not commit the same mistake in selecting the apartment.

I guess you are a resident of Chennai. This sort of noncooperation persists only in Chennai. Though Kolkata also faces similar problem at least some neighbours come to our help. But it is not so in Chennai.

Phool hai to kaante bhi milege. You get a lot of benefit of GF. You are sweet papa. You get water at full pressure. You can make more friends. I reside on SF and I have less friends. You can say hello to all. All can say hello to you. You have to accept the honi. You can not change the society, neighbourers. You are sad from others. I am sad from my wife. I have to face the maximum problems. I always solve the problems of others. I am forced to eat against my wish. Many times we have to accept unwanted. If I shout, she shout more. I have to keep silent for her foolishness.

Put some tacks outside your windows to take care of the car, and stand next to your bedroom window with a frying pan. When someone steps through your bedroom window swing your frying pan as hard as you can and say "stay your *** out of my house!"
After they pick themsleves and their brains up off the floor just give them a triumphantly wicket smile.
Trust me, this works everytime. Everytime.
