Your 1993 Golf won't have published CO2 emissions - it is too old, before CO2 emissions were measured as part of the European vehicle certification process. It will be taxed on engine size only.
Only vehicles first registered from 1st March 2001 are taxed according to CO2 emissions.

Look up the CO2 value for new cars at http://www.vcacarfueldata.org.uk/
However this only lists new cars on sale today, so may not be correct for cars registered last week, never mind cars a few years old.
For cars first registered from March 2001, the CO2 emissions are stated on the V5c registration document.

Your car was built before 2001 so the tax bracket goes off the engine size, there are 2 brackets for a car this age and they are below 1549cc or above.
Cars built after 2001 have the emissions on the log book.

You could be using the wrong spark plugs for the vehicle or the plug is too hot causing the probes to melt, or last but not least the plug is not hot enough and there not burning the vapors on combustion...SO - pull the plugs if the ends are melted, than your using too hot of a plug, if the ends are fine and oily than the plug is not hot enough.. Short of that your next step would be to replace the rings and exhaust sensors which would regulate the return of vapors to your engine for re burning. Those are call oxygen sensors..

go onto www.parkers.co.uk, click on reviews, find your car, click on technical data, find your car model from the list, click on it and then when the page opens, at the bottom is a check emissions link for this model.
