This is a phrase from an firefox debian package. I have involved in localisation of firefox.I would be happy if someone could help me in this

That looks like Afrikaans to me! Hmm, i'm not sure what the first word is, but the second word is I think 'Charachter encoding'. The first word i think means make something, Maak is make, but I don't know what doel is :-/

I think you have misheard it so what you have written makes many senses. If you can just explain what is the environemt where you have heard it or read it and what meanings you are expecting then it might be helpful to give you a valid response.
To me it seems something that is related to numbers "2" and "1" and something about "wait" and some of it might translate as "Yours"

uhh, dont look punjabi to me...if it is, than i guess my punjabi aint dat good...i just kno it from listenin to bhangra, n i kno a lot of em, but i aint dat fluent in punjabi....i mainly speak hndii/gujju...but, maybe u mean: Dholmaak karak tere ko de rang...thats kinda like a bhangra phrase...i guess...
