Call shelters with the micro chip number and see if they have the dog. All you would need is proof that it's your sisters dog and she has passed away. Also contact your sisters vet they will have the number on file too.

When you fill out the papers for the chip..ADVID papers I am talking about because I don't know about the other one. But Advid chip papers have you list another person on the paper in case the other person is not reachable. So if you know who that person was they will call that person..If you know the chip number you can all around to the pounds , vets, shelters, give them the number and they will be able to scan the dog. Tell the the breed, color, sex of the dog. If it is chip you should have no problem of getting the dog back. Providing you have the number or the other person you sister had listed.

Find the company you got the micro chip from or maybe contact your dog's vet and tell them your situation and stuff, they'll probably know what to do..
