why do people say 'the fire alarm is going off' wen really its not going off its going on ???

Same reason people say I have to take a dump, when they really want to leave one.

Because it has been set off. When you set an alarm to on, it is armed, but when it is triggered (by a preset time, or a burgular as in a security alarm) it is set off. That is why we say the alarm has gone off.

Actually it is going off and on very quickly.
The hammer to ring the bell housing by an electromagnet, to hit the bell once it switches on then off to allow the hammer to fall back and repeats it self so fast you get a continuas rining noise.
