I only saw the last half hour.
It was like 15-20 years ago.
A group was trying to break into a terrorist compound to stop a missile from being launched.
Their was a staircase on the side of a hill.
I think the missile was on top somewhere.
2 guards were aproaching, and a guy stuck a puppet in a tree
and climbed into another one.
He threw his voice when the guards got to the top of the steps
and they looked up.
"welcome to top of stairs,
you do not often see old man in tree,
it is called diversion
look behind you"
and the guy dropped down and knocked out both guards.
cheeeeeeeeazy movie. but that scene was so funny.
I have been wondering for years what it was.

that sounds sorta familiar to me. Im thinkin the original or the second "american ninja". not sure. hope it helps

That kind of sounds like Laser Mission, with Brandon Lee. But i could be wrong. It took place in a desert in Cuba, and there were KGB people in it, as well as ninjas (which i never knew that there were ninjas in the deserts of Cuba...then again i didn't know there were deserts in Cuba). And it was a terribly cheesy movie :-P
Again, that's what it sounds like, but i may be wrong.
