Ok, all I remember is double clicking by the time on my laptop. The green start button in which you would shut the computer down with is in the tip right hand corner instead of the bottom left. Please anyone help me because this is not my computer and I don't know what to do.

Do you just want to move the taskbar back down to the bottom of the screen? Click and hold the button in the middle of it and drag it down to the bottom of the screen. Let go.

click and hold the taskbar ( the bar with the clock and start button) now drag it back to the bottom where it belongs

ok right click on the blue bar any where and check to see if "lock the taskbar" is checked, if so un-check it. now all you should have to do is left click/ hold, and drag it back to the bottom of the screen..
