Many FM receivers use a limiter stage before slope detectors. This is used in order clamp the the amplitude variations in the signal coming from the IF stage and to keep the signal from the IF stage at fairly constant amplitude. I hope this helpful.

The limiter stage before slope detection is to prevent large amplitude signals from overloading the slope detector and causing distortion in the output. In practise the input signal should be kept in the mid point or linear area of the slop and the limiter is there to help achieve this ideal.
