Wow. What you got against this guy? I think that you have a power issue here. I think you feel helpless, and thus are afraid of him. Is that why he disturbs you? You don't need to do anything until he has done something to give you reasonable intent of harm. He probably has no idea that you even exist, and doesn't care. If you do something to upset his habits then you will have made yourself apparent in his mind. Maybe you should trust in the general apathy of humanity, and that he is as harmless as most people (unless disturberd). Would you do anything to harm him if he didn't disturbe you? Hell you still don't do anything when he does, but you want to. I think that you are more disturbing then him, because you are more likely to harm him (not physically) because you have been blinded by fear.

There is two paths its your choice to follow any one.
1) Just speak up with your parents and in turn they would speak to his parents in a informal ways.
If they have arrogant /rough behaviour its always better that you can take your parents to the nearest Police station and lodge an complaint with the full details. But here too its always better to give them one chance to change their habbits.
2) Tell your dad to speak up with the corporator or any influencitial person to get him corrected or you would drag him to the court.
3) If he is your neighbour its always better that your mom speaks to his mom or wife, as ladies know each others problem without any ill feelings.
Its a sinceare advice never go to goons or any wicked person or that fellow will start taking liberty/advantage of such mistakes.

INform it to your parents and wiht the help of your parents hire a local gunda. They wil see his end.Going to police station not solves problem as may be the guy can influence the police with money.
You should be brave enough to face such crooks.

You can talk to the people at your local police station to see if it is a crime at all. If it isn't, you could take self-defense classes and/or get pepper spray.
