The hands don't cross between 12 o'clock and 1 o'clock, then they cross at some time during every hour from 1 o'clock until 11 o'clock (10 times over 10 hours), then the hands don't cross again until the hour hand comes back around to 12 o'clock again.

Start from 12:05 Noon till Next 12:05 noon. There will be 23 times HH & MM will meet each other.
