Everyone has an idea of what honor, loyalty and ethical behavior is for them. Realize that these are all based on personal opinion. Opinions are not right or wrong. Only facts can be proven right or wrong. Some people chose to use their religion to base their opinion on. The problem lies in that they feel this is the only way to be...no matter what the religion. And each faith is twisted by inattentive followers who use their "rule book" to show others how they are wrong. If you haven't seen Dogma there is a wonderful line in the movie that EVERYONE needs to pay attention to. It makes a lot of sense and it goes something like this:
I think its better to have a good idea (about religion). A belief system will get you killed. Its next to impossible to change the way a person believes, but everyone is willing to listen to a good idea!!
I have a good idea about what is ethical and moral behavior, I can guarantee my idea differs from a lot of other people. I show my loyalty to others until they prove they don't deserve it. And I honor and respect those who show me the same in return. Is this the same as everyone else's beliefs? Probably not. Do I care? Not really. Its what's right for me and my family. Will I listen to others ideas? Yep! Will I tell you your wrong if I don't agree with you? Nope because what you think is right may be right for you, so how can I tell you your wrong.

Yes... rules and guidelines for honor, loyalty and ethical behavior can be achieved without religious overtones; but, the trick is how can it be done without creating just another disastrous religion?
I think the answer is in taking a strong direction toward achieving a truly atheistic nation. Atheism may appear as disorganized as any "belief" could be. It is certainly as loosely structured and as inviable in our society as to seem almost as being as non-existent as god; and yet, Atheism is very likely the most viable candidate to attempt the challenge you've set.
For the most part, I think that the Atheist point of view, it's dogma if you will allow such a dirty word to be used, is kept in tact outside of itself - Atheism relies on a strong government and a successful one in order to do this.
The rules and guidelines for honor, loyalty and ethical behavior you've asked for are meshed into our public institutions and can become the government itself, the home that house Atheism.
The core of atheistic beliefs and it's doctrines are essentially those basic truths which a well matured democratic society strives to achieve since Atheism alone supports ideal that it's government will be the best that it can be when it is completely free of any overbearing domination of religion.
So, to repeat my answer, "Yes" and "Yes again." If you are seeking a fair, just, and moral system in which to live, one in which religious influence is held at bay and kept to a reasonable level of impotence over the masses; if you want a world where the unbiased truth can flourish, then support your freedom loving democratic system of government and vote for those enlightened individuals who abide themselves according to reason and logic while riding heard over the misleadings of the church and it's nonsense of unfounded faith and fanaticism.

POST SCRIPT to secretsa…: Your point is well taken, but is it necessary to praise God or believe that Jesus died and walked again and that he will yet come again in order to respect the basic meaning of "Do unto others...? The good of this philosophy is almost wasted as washed-over waif by all of the out-right lies that the Christian religions (and all the other god-based belief systems) insist upon shoveling right along with this. Perhaps it might be better taken-up by leaving Jesus and Christianity out of it in the future.

They can and they have. These rules and guidelines are fairly ubiquitous in societies around the world.
I sometimes worry that there are those who need the concept of judgement in the afterlife to lead good lives here while they're alive. But then, so many who do profess a beleif in the Lord do so much evil even by their own measure that I realize it's more a matter of societal pressures and human foibles.

Every one has their own rules of Honor Loyalty and Ethics. They are not something that can be enforced with a book of rules.

actually, there are a number of them. you have been given some very solid innovations. surely, the only subjects which you would be probable to run into religious training in could be technological awareness (I surely propose analyzing the two creation/identity and evolution, and making an cautioned determination from there) and probable background. different than that, curriculum is incredibly plenty curriculum. the main substantial adjustments between the businesses would be the perspective that they take, not plenty the content cloth. A math e book is a math e book, no count which corporation it comes from; whether, there are a number of distinctive coaching philosophies, and you will possibly be able to desire to %. a e book that centers on the only that is ultimate on your baby. For literature, it fairly is extra often than not the middle of language arts, books tend to be pointed extra in the direction of ethical classes (or the shortcoming thereof) than religious training. i might look interior the direction of the certainly curriculum till now you % on which you prefer; many sites do have a non secular leaning one way or the different, yet surely, that may not obvious of their product. we are Christian, yet various what we use is secular, considering it fairly is the curriculum that works ultimate for my son. maximum of what we use, quite frankly, is from the wide-unfold public library. i might easily propose so which you could attend a curriculum honest/homeschool convention on your state. whether you do not purchase something, you will see the extensive selection of what's obtainable and be waiting to talk with knowledgeable human beings head to head. this might assist you to are making knowledgeable judgements approximately what to do on your son. wish that facilitates!

They can absolutely be achieved.
Honor, loyalty, and ethics all lie in knowing how to treat your fellow man, and that is pure sociology, not religion.
To attacksheep: Whether their beliefs are tied to God or not, people can have personal morals and knowledge of how to treat people, and they can hold those morals and that knowledge very close to their hearts. It's part of the point of being sentient and self-aware.

I believe that the entire *point* of the New Testament is that Jesus was showing how to live by personal example, not by rule book. A simple rule replaces *all* rules ... "Do unto others as you would have others do unto you."
That's it. No more rule book needed. No need to spend your energy dictating to *others* how they should behave ... you pay attention to your own behavior.
Why is that so hard to get?

It is possible if you have capability to cross the ocean safely, without the help of any ship or boat.
There are two examples mentioned in Holy Qura'n, Khizer (PBUH) and Luqman (PBUH), they were not Prophets and follower of any Prophet but they found the ultimate Truth of Allah almighty.
