Connect the two outputs of the two 8-to-1 mux'es to the two inputs of the 2-to-1 mux.

A 16-to-1 mux takes 4 address lines.

Connect the 3 lower-order of the 4 address lines one each to the address pins of both 8-to-1 mux'es.

Connect the most-significant 4th address line to the address pin of the 2-to1 mux.

That's it. As you change the addresses on the 3 lower-order address lines, both mux'es get addressed to give two outputs but only one can go through the 2-to-1 mux depending on the voltage value of the 4th address line.
