If you haven't already, create an account on gunbroker.com. Once you do that, look over their FFL dealer list and find a local one you can deal through. Be SURE to email that FFL dealer BEFORE you bid to make sure he's still there and can do it. Once you get your FFL all set, make your bid on the rifle.
If you miss out on that particular rifle, do a search there on "cetme" and you'll find a few more.

Legally, it's treated the same as any other rifle (assuming US parts count with regard to 922r compliance if imported after 1989 (?), but let's not get into that mess right now since you're just asking about age). Like any other long gun, you only need to be 18 to buy it.
Have a look at Gunbroker and see what comes up in your price range.

The cost of cetmes and FN FAL's is way up.

in most states the age to posses a long-gun (shotgun or rifle) is 18 but always ckeck your local laws. the best places i have found to look is gunbroker.com or shotgun news.
