I will buck the apple bandwagon, and go with what I know best, which is PC. That said, I want to qualify some things, before going further. "Best" is very subjective, and tends to be based on familiarity, usefulness, and a bunch of other things that vary wildly from person to person.
That out of the way, for me it is all about performance, stability, and flexibility, balanced by cost. Given those constraints, nothing will ever be better than building, or having built a custom system designed to maximize performance where you most want it, at the best price, and using high quality parts, to give the best chance of being trouble free. If you can build your own, then you can always build a faster, higher quality system for less than buying one, and at any price point can usually get more performance for the same price. If these things are important, then no Apple OS, as it is not suited to this approach.
No matter what type of computer, a large part of the equation involves software, and peripherals, especially printers, and scanners. No matter what platform you start with, you should figure that you will need to be spending at least $15,000, and realisticly more like $25,000 plus in hardware, software, and peripherals.

I'm no pro photographer, but I do use Photoshop CS2 on my PC. Once you familiarize yourself with the controls, it's pretty easy to use. But there are so so so SO many effects and tools, that it's almost impossible to be adept with all of them. Then again, this means that there is always something to learn and experiment with. Besides, there are so many books and online tutorials to get help with the tools you don't know how to use. The possibilities are almost endless with Photoshop.
I really don't see what Apple has over a PC with Photoshop.
