I purchased Limewire unlimitted downloads for 2 years of cd's and dvd's, but I cant seem to get it to download the program?

Sounds like you got scammed to me... Limewire is a free program. Limewire Pro is a one time fee for the program (wish many people download from the free Limewire... talk about shooting yourself in the foot!)

Temporarily Turn off your pop-up blockers before you try to download.

Try to find mirror sites for the client,search it up bro. or you might just complain it to them,!!!! ^_^ maybe there's wrong with the client. or in your computer stats. Maybe some has been misunderstood, Try surfing this "Start Menu>Run;gpedit.msc" for asurrance.
