You can apply but the is no guarantee that it will be granted.

If you are not a US citizen, you cannot apply on behalf of your child. The child's father must register the birth with the US embassy and apply for a passport.

Go to the US consulate where you are, and register your child. If their father is a US citizen, your child should have dual citizenship.
