Ok. I looked out my apartment window/door and saw some dude loitering around downstairs in the brush basically. It is midnight you know and it is very windy outside. I kind of wondered what he could be up to...so i asked him what the **** he was doing..and he walked away hurriedly. Should i call the police and let them know or leave it alone? My wife told me they are looking for a rapist in town, but i mean , c'mon he could have just been having a smoke.

I became a cop for this quote, "We must all fear evil men. But, what we must fear most is the indifference of good men." Is it right that others sit by and watch as people could be committing crimes? Do what you think is the right thing. If someone was behind my apartment and did not live there I would say something. To whoever said he may be homeless. This is true. He may need a place to stay. Loitering near someone else's apartment is not that place. Most towns have shelters. Most officers will move that homeless person on or get him/ her to that shelter. To the person who said that the individual may be under mental duress. Would you not call? That is silly. You would leave someone outside at odd hours with a mental disability? You say the cops would show up and not question the individual... I know i would. If the individual seemed as if they needed treatment I would request rescue to my location to assist. If i did not need to go this route I would get a family member to assist the mentally strained individual. To the other part of your question... If he was having a "smoke" why would he rabbit out on you. Why wouldn't he say, "I'm having a smoke". I do not mind getting dispatched for suspicious people. I can tell you first hand that %90 of the time there is not a problem. Would you want to put your family, friends, or neighbors in that %10?

You should call just to make sure. Hey you never know. One day at around 1:00 a.m. I parked my jeep in front of a school and as I was getting out of the jeep I saw two suspicious guys dressed in black one had a black backpack they were walking toward my car and looking straight at me. I had a gut feeling that something was not right. So I hurried and walked down the opposite side of the street as fast as I could go went home and went straight to bed. The next morning to my disbelief my jeep was stolen. After three weeks I recovered my Jeep with no damage what so ever. The police said it was taken for a joy ride. I was lucky. Next time I see something suspicious I will call the police. Call you might save someones life tonight. God Bless.

He might be a rapist. It is also possible that he just needed to relieve himself and your apartment had the perfect bush. Maybe he is a stalker. Could he be lost? If he was having a smoke, there could be evidentiary cigarette buts in the vicinity. The fact that he ran away when you confronted him is suspicious. Next time call the cops BEFORE you scare him away.

No not call police on suspicion. Do not. They will escalate the issue a lot more than you intended. You said yourself that you really have no reason to assume he has some bad motives, he could even just be schizophrentic or whatever. The police will not speculate on this subject. That is not their job. They will ask no questions, they will simply throw him in jail, and more than likely thats goign the be the point when he actually gets to know you and has a reason not to like you...

If he's still there or comes back then yes you could report suspicious activity. I wouldn't report someone hanging about for a few mins but more than 30 he shoulda been over his smoke.

I'd probably have called the police. I think it is very suspicious that he didn't answer you and hurried away instead. If he was having a smoke, why didn't he say so?

My very dear friend asked this very same question! She felt as if some one was there like a "Jason Myers" seen while walking her dogs! The very next night she was attacked! She fought back but was hurt badly! Trust your gut and protect your family! God bless you and your family! Trust your intuition!!!!!

you could call the non emergency police and tell them that there was a suspicious man you approached and then describe him and maybe his description will match up to the other reports. and if not then at least you know you tried.

Maybe he was a homeless due who ran off because he is sick of being harassed by idiot cops... Maybe nest time you could ask the dude if he needs help or some food instead of cussing at him... if you said that to me I would take off too, no matter what i may have been doing. Some of you are screaming "rape" already?? what the hell is wrong with you people? You live your lives in constant fear because you sit around watching CSI too much, instead of actually getting up and trying to help those in need!
