Awww, that's sweet. Yes, I've felt that way. Now days, you have to be careful thanks to all the nut jobs out there. I don't know. I guess you just take a chance, go up to her and say hi. Maybe start in a conversation about the weather or something normal. Maybe even make a joke about something. I wouldn't tell her that she's "hot" or anything like that. If she's interested in you, she'll love it that you took the brave step. If not, she's not really for you anyways.

just start a conversation, tell her the dress she is wearing makes her look stunning and her hair looks wonderful
