My hair naturally looks like this if you can see:

But with a good perm and 3 hours of flat ironing, it looks like this:

(those are pictures of me)

My dad is Mixed - Black/White and my mom is White, so i have bi-racial hair.

What products can I use to make the flat ironing stick or to make it less fuzzy?
What is the hottest type of flat iron you can get for under $70?

I have the same hair as you and it use to look like that when I would straighten it for shampoo and conditioner I use SoftSheen Carson OPTIMUM Oil Therapy it repairs and smoothes out our type of hair you can find it in the ethnic hair care section. For protection and extra smoothness and shine I use Paul Mitchell Super Skinny Serum and you can get this at a salon. All these products work great the help with the frizz, smoothness, shine and poofyness.
As for a flat iron I use SOLIA I got it at www.folica.com and it works great on bihair. You can read the reviews on it and it was $88, but tax and s&h where free. My hair is like yours but longer and it took me I promise you 8 mins it use to take me like 30 mins sometimes longer

personally, I would enrich your natural curl with products before I would fry my hair trying to straighten it everyday. But, I know flat hair is what you want.

You are a prime candidate for a straightening perm. Talk to a salon professional, but I would suggest you look into it. Otherwise you will damage your hair with the flat-iron everyday.
