If you plan to greet that person like now, ahead of his/her birthday, you can say it in Tagalog like this:
"Maligayang bati (or "pagbati") sa nalalapit mong kaarawan."

If you plan to greet your friend on that day itself, you can say it simply as: "Maligayang kaarawan sa iyo."
