No state requires a green card. What they all do require is that a non-US citizen show a valid immigration status or visa that proves they are in the US legally, for a long stay, and actually need to be able to drive. For example, in general a B2 tourist can't get a US driver's license, but an F1 student or H1 temporary worker can.
In addition, you can only get a driver's license in the state where you actually live.

As long as you have entered United States legally and have some kind of visa or immigration document there should be no problem in getting a Drivers license. You do not have to have a green card to get drivers license as far as I know. Just go to your local DMV or DPS authority and as them if you are eligible to obtain a drivers license. Don't be scared that they will call immigration on you. At most they will send your back. Your immigration status is not their job.

hopefully you are a legal resident of the US. If you are not because of a snag in the response time of your country then I am sorry. But if you are here illegally and want to drive and cannot without a license that has to be obtained with proof of legal residency then too bad. You do know that most states require you to carry insurance too, don't you? If not they will take away your license. And the only way to get insurance in the US is to have a valid Social Security card and to get that you need to be here legally.

I dont think that there is any that will allow u to get a Drivers Licence without some kind of paperwork stating that u r leagal.......Good luck with that~!:)

Well I don't know...but I know you can mark KY off your list...
I was talking to the woman at the DMV the last time I was there and they are trained to be on the lookout for that "crap"....
