What are the advantages and disadvantages of using performance based requirement (eg strength, sound properties, heat transmission characteristics, etc) to specify scope versus being prescriptive (eg 200 mm masonry wall)?

A performance-based requirement could allow a radical solution to the problem (emerging technology) which could cost less, be simpler, etc.

Prescription is more likely to give you what you expect. Prescription may entail lots of details, while performance may focus on desired end-result.
