It's just being playful. Birds have personalities too. Looks like you got yourself a playfull bird. Or maybe it's trying to regurgitate its food. Male and female parakeets do this shaking act when it is trying to feed its chicks. Males also do this when it is feeding the female.

It is the birds way of showing its affection towards you. It may even regurgitate food for you while doing this, so do not be alarmed if this should happen. Your bird is happy and is just saying that it loves you.

sometimes my parakeets would do this when they were doing their bird chatters, to me it always seemed like they were doing it to emphasize a point they were making to each other (or me, though I couldn't understand it).
