a picture to 300 pixels wide and 450 pixels high and the file size no more than 488 KB? I am really not that great with computers, so step by step would be much appreciated!! Thanx Guys!

Download "Image Resizer" from page below.
I do alot of square pictures, ie 1950 x 1950 (321kb .jpg)
resized to 450 x 450 would be 41.5 kb

Use Microsoft Office Picture Manager if you have Microsoft Office. Got to Edit Pictures and Resize.

be more specific if you like to go smaller or bigger...
if you are going bigger on that specific size you are going to get a bad picture and it will look blurry
