This may sound sorta wierd but ive dreamed about her once and we were happy together but all that seems so far away from me because she with another guy and that guy is a guy a lot of girls like i use to be his friend though. Now i cant talk to her everytime i try to think of somthing to say nothing comes up my head. For example she was wearing a black dress today and went and sat near me and she looked cute but i couldnt think of anything to say to her

It is always safe and proper to compliment a female on her dress or her appearance. You can do that without appearing to make a pass.
If she responds in an inviting way you should be able to take it from there. Don't worry. Girls don't generally bite until at least the second date.
