There is no one answer because cut heights change for a variety of reasons (i.e., longer grass during a drought), including the type of grass.

According to the USGA's "How to Conduct a Competition," here are the recommended heights:
Rough -- 4 to 5 inches for men; 3 to 3.5 inches for women if there are cool-season grasses of normal density; first cut of rough would be 1.5 inches for men and 1.25 inches for women. If the rough is bermudagrass, the first cut would be 1 inch long and the primary cut would be 2.5 inches long, slightly less for women.
Tees -- 3/8 to 1/2 inch.
Fairways -- no more than 3/4 inch
Greens -- should be cut to a height that provides a Stimpmeter reading of 9'6" to 10'6" (cut height would vary by type of grass and conditions). Collar should be 3/8 to 1/2 inch.

Greens: 2-3 mm.

Tees and Fairways: 1-2 cm.

Rough: 2 in for an easy course, 3-4 in for a hard course, 4-6 in when the pros are in town.
