my mom is gone and now i am stuk trying to deal with this

I'd talk to an attorney to see if you're even liable for his debts. I do know some creditors will forgive a debt if the debtor dies. You need to contact them and send a copy of his death certificate.

My grandfather passed in November, and we have had collectors calling for him. We tell them that he passed, and write a letter to the companies that he owed money to. Most of them cleared his account, but some are still fighting to get their money.

It's best to just call the companies and talk to them directly.

if you are not the executor of his estate then you have no worries, other than that a lot of companies;s will not go after the children for debt owed.

No, there is no government grant for that. Perhaps his insurance will cover it or his debtors will forgive it since he is dead.
