There are a lot of potential causes for this, have you talked about it with your doctor yet?
There could be an underlying sleep disorder, or perhaps a health issue that is draining your energy. Even depression has been linked to sleepiness. Is this a new problem or something that has always been going on?
Keep a sleep log for a week or two, recording when you went to sleep and when you woke up and how you felt at bedtime and in the morning, and then take it with you to see your doctor.
In the meantime, here's a great resource for you- http://www.sleepfoundation.org/site/c.huIXKjM0IxF/b.2417141/k.C60C/Welcome.htm
Please look into taking care of this, it could be a lot more serious than it seems, and wouldn't it be nice to actually have some energy?
Email me if you have any specific questions, I work in a sleep lab, so I should be able to give you an answer :)

It may be that the 13 hours you sleep is just catching up on hours that you lost on other days.
Think:
If you had -20 hours and then added 13, you would still have
-7. When you're in the negatives, you feel tired.
If that's not the case, you could have a psychological problem. Try seeing your doctor.

I had an ex who could sleep for two days if you let her but she had a lot to deal with really. Best bet is to reset your sleep cycle start exercising more like running or walking and cut your sleep times to eight hours. After sometime your body will reset and your routine will be a bit more normal.
