we have hung uot alot and told eachother alot but every time i try to do something to further our relatoinship she only wants to be best friends.

Well, you can't MAKE her like you, but jsut be really sweet and intimate (to a point) and try to shift from the "Brother" Mood to the "Boyfriend" mood.
P.S. We did in fact wind up dating.

Then move on, as difficult as that may be. Who knows what will happen later but let things take their course, don't try to direct what happens.
